Why do people assume Ray Allen is a lock for the Hall of Fame?

He was the record holder, and he didn't even make the ballot his first year of eligibility, let alone get enough votes to make it in. And Reggie Miller was a better player than Allen, with a ton of legendary moments, something Ray Allen doesn't really have.
