Did Russia REALLY cause WWI?

Now, I do know historians and people tend to blame the German Empire but lets think about it. Russia had the ideology that they were the superior of all of the Slavic Race. Thus leaving them as the "King of the Slavs" and therefore, protecting their minions, the Balkans. If Russia did not have this ideology, is it possible that WWI could have just been an Austro-Serbian War? since they had a "natural alliance" with Serbia, was Russia the whole aggressor of the supposed Austro-Serbian War?
