Is this normal for my new tattoo?

That's normal. Relax. It's never going to be quite that black again, no. That's because it's fresh and the ink's still on the close layers of skin as well as the lower ones. It'll pretty much be that same color in a few months and even years if you take care of it. It might get a bit darker once it's done healing but that's just what tattoos do.
