Will wearing mascara darken the skin around my eyes permanently?

I know a lot of girls at my school who wear mascara every day...on rare occasion one wont wear any, and i've noticed the skin around their eyes is incredibly-noticibly dark. Is that permanent? I haven't worn any mascara since I saw that. So will mascara stain my eyes over time?
